- This procurement is for a Firm Fixed Price Purchase Order under FAR Subpart 13.5 - Test Program for Certain Commercial Items. The set-aside for small business concerns has been dissolved. The North American Industry Classification System (NAICS) Code is 541330. The Naval Surface Warfare Center, Carderock Division (NSWCCD), Resistance and Propulsion Division, Code 5800, and the Computational Hydromechanics Division, Code 5700 have a requirement for engineering and technical support to: a) characterize and model breaking waves and breaking wave impacts using a variety of experimental and computational tools, including Numerical Flow Analysis (NFA), and b) adapt the CFD tool, Large Amplitude Motion Program (LAMP), for parallel execution including clusters with massively parallel processors and workstations with multi-core processors, and support science and technology advancements associated with acquiring test data and developing computational simulations of this data. This work includes test planning, testing, computational tool development, data analysis, and overall project management. The proposed contract action is being solicited on a sole-source basis to The Naval Hydrodynamics Division of Science Applications International Corporation (SAIC). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). SAIC has provided support of this type to the US Navy and to NSWCCD previously and have experience and necessary simulation tools to address this problem including sea state modeling, vessel dynamics, and the development and application of numerical simulation. The NFA and LAMP software are proprietary, and SAIC is the only known source. Alternate use of other programs would jeopardize ship operational safety, and would cost additional time and money in development, validation, and verification. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 28 August 2008, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
