- Description
- NASA/JSC has a requirement for Expert Consultation on Adaptive Beamforming SignalProcessing and the Development of Signal Processing Algorithms for an Adaptive ArraySensor Interrogator System, and for Recommendations and Consultation on an AdaptiveDigital Beamforming Array on the Crew Exploration Vehicle (CEV) Orion. The Period ofPerformance is 7 months.NASA/JSC intends to purchase the items from Dr. Kent A. Byerly. NASA requires an expertin adaptive array algorithms and design, and communication coding theory, which is ableto support the interactive design with NASA engineers and to support the onsite meetings,testing and troubleshooting efforts. Dr. Byerly provided the original AdaptiveBeamforming Algorithms which have been through numerous tests, and are an integrated partof the system. Dr. Byerly retains intellectual property and ownership of the source code. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon 8/22/08. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
