Description
The Veterans Affairs (VA) - I.T. Acquisition Center (ITAC) has a requirement for Hewlett-Packard (HP) Alpha Servers. The intended method to procure these servers is the NASA SEWP IV contract, which is stipulated as the mandatory source for VA to procure IT equipment and software. The Alpha servers will be procured on a sole source basis in accordance with FAR 6.302-1. The Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) operates approximately 120+ computer rooms across the CONUS, Alaska, Hawaii, Puerto Rico and the Philippines. These computer rooms house equipment that operates the Veterans Integrated Software Technology Architecture (VistA). VistA is a mission critical component in providing quality health care to veterans. VistA operating system is OpenVMS and the hardware platform is based on the Alpha CPU. This is the hardware platform that is in place at VA facilities around the country. In order to mitigate the risk of a catastrophic event disabling a facility for an extended period of time, VA has a system termed as "Recoverall." This Recoverall system is shipped to an ailing facility usually within 24 hours should a catastrophic event, such as the flooding from a pipe-burst in Nashville, significantly damage the VistA configuration. The Recoverall system, in its entirety, was shipped to Nashville in order to return that facility to full operational capacity. VA must now replace, or "replenish" this equipment so that that the Recoverall system hardware may be available for another catastrophic event. Because the systems must be exact replacements for field facility items, no other equipment will satisfy VA's needs. Responses to this notice must be in writing and must be received by 4:00 pm CST on August 19, 2008. Interested firms will be considered only if responding with clear and convincing evidence that they are able to provide HP Alpha Servers on the NASA SEWP IV contract, with full 3 year warranties as provided by the SEWP IV contract. No additional synopsis information will be published, and a solicitation will only be issued on SEWP IV. Responses should be emailed to jeff.bishop@va.gov.
