- Description
- NASA/GSFC has a requirement for a Touch-And-Go Sample Acquisition Mechanism(TAGSAM) related engineering analysis and full scale testing logistics information. Theresults of these analyses will be used to assist in the development and planning offuture mission concepts, specifically for sample acquisition and return. The effort mustbe completed in the December 2008 time frame.NASA/GSFC intends to purchase the items from Lockheed Martin, Inc. pursuant to FAR13.106,for the acquisition of supplies or services determined to be reasonably available foronly one source. Lockheed Martin developed the TAGSAM as a purpose-built system, uniquelydesigned to acquire regolith samples from space-based asteroids. They are the only sourcewith the detailed knowledge of the TAGSAM design and its capabilities which is necessaryto perform the required analyses.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeby the response date listed above. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note "B".
