- The Naval Air Systems Command, Patuxent River, MD intends to award up to two Technology Development (TD) contracts utilizing full and open competition for the Electronic Patrol-X (EP-X) program, which will re-capitalize the EP-3E aircraft to provide tactical, theater, and national level Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) support to Carrier Strike Groups and to Theater, Combatant, and National commanders. At a minimum all interested parties should be: •Have the ability to act as a Prime Contractor and provide a total system solution through the life cycle of the program •Ability to access, receive, and store classified materials, and conduct classified work, at the SECRET NOFORN and up to TS/SCI classification levels PROGRAM DESCRIPTION The EP-X program is anticipated to become an ACAT-1D program at Milestone A and will develop a flexible, responsive, manned Multi-mission, Multi-Intelligence (Multi-INT), ISR&T aircraft capable of carrying expendables. Intelligence and sensor capabilities will include Signals Intelligence (SIGINT), Imagery Intelligence (IMINT) (such as Electro-Optical/Infrared Intelligence), and Radar Intelligence (RADINT) (such as Synthetic Aperture Radar, Inverse Synthetic Aperture Radar, and Maritime Moving Target Indicator). The ability to perform on or off-board sensor control, onboard processing and Multi-INT data fusion, will enable the EP-X to operate successfully in either communications permissive or communications constrained environments. The EP-X will be capable of worldwide self-deployment. Specific EP-X capabilities will include timely and accurate intelligence collection; threat detection; target acquisition, tracking and identification; and accurate geolocation of mobile and fixed targets in all environments. In its role as an ISR&T system, the EP-X will provide real-time Intelligence Preparation of the Environment (IPE), Indications and Warnings (I&W), Anti-Surface unit Warfare (ASuW) targeting support, Direct Threat Warning (DTW), and Information Operations (IO). The EP-X system will allow dynamic tasking/re-tasking by command elements, making the system highly adaptable to changing situations. The EP-X program will include all elements of the system life cycle, including requirements analysis and allocation, system design and development, test and evaluation, production, product support, and training. SUBMISSION DETAILS: Points of contact for the written request are below and must be separate from the unclassified requests. All interested parties shall respond with the name of the company, classified mailing address, CAGE code, e-mail address, Facility Security Officer's name and telephone number and a point of contact with telephone number. Please include the above information for the Prime and Subcontractor locations. This information will assist in ensuring that the classified portions of the Request for Proposal can be provided to interested parties in a timely manner to facilitate review time and expedite industry responses to any future documents including a Draft Request for Proposal, which will be provided at a future date. The above requested information should be received no later than 5:00 p.m. Eastern Standard Time, 22 August 2008. It is recommended that your company provide a Federal Express mailing address for classified information up to the secret level as this will expedite receipt upon Draft RFP release. Companies shall submit responses to this synopsis via e-mail to Mr. Chris A. Rawlings at Christopher.rawlings@navy.mil. Classified material SHALL NOT be submitted in response to this synopsis. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address. This should not be construed as a promise to contract, and shall be received by 5:00 p.m. Eastern Standard Time, 02 September 2008. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
