- The U.S. Department of Labor is seeking qualified contractors that can provide communications support services to the Office of Job Corps. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541810, and the Small Business Standard is $6.5 million. Job Cops is an open-entry/open-exit, career skills, academic, and life skills education and vocational training program for economically disadvantaged youth, ages 16 through 24. With 122 centers in 48 states, the District of Columbia and Puerto Rico, Job Corps is primarily residential with a small non-residential component. The program was established in 1964 and is presently authorized under Title I of the Workforce Investment Act (WIA) of 1998. The program is administered by the U.S. Department of Labor, Office of Job Corps. In addition to a National Office, there are six Job Corps Regional Offices located nationwide. Job Corps Communications Support Contract supports the Job Corps National and Regional Offices in the areas of marketing, outreach, and conference/training. The primary objective is to effectively communicate the vision and policies set by the Department of Labor/Office of the Secretary and subsequently the Job Corps National Office to the program’s internal and external audiences nationwide. Job Corps’ marketing and outreach activities directly correlate to WIA, Title I, Subtitle C, Sections 144-145, 148-149, 152-156, and 158-159. These sections describe expectations for: eligibility determination, recruitment, program activities, counseling and job placement, standards of conduct, community participation, industry councils, advisory committees, research, special provisions, and management information. Activities undertaken to support these mandates include materials development, staff training, targeted direct mail projects, strategic counsel, advertising (on the national level) and media relations. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are: (1) Experience in developing national public relations campaigns, (2) an in-house graphic design team or past experience in leading a subcontractor that has an in-house graphic design team, (3) experience developing branding strategies, (4) experience identifying target audiences and conducting market analyses, (5) experience conducting focus groups, (6) experience managing a multi-million dollar contract, (7) ability to execute qualitative and quantitative market research, (8) experience in developing and implementing outreach and marketing to low-income youth and (9) experience in providing conference and workgroup support. Responses are due August 29, 2008 by 4 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to matz.jillian@dol.gov. The response must be specific to each of the qualifications listed above to show that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
