Description
Space and Naval Warfare SystemsCenter, Charleston (under N65236-08-R-0234) is conducting market researchto identify service disabled veteranowned small businesses (SDVOSBs)capable of providing complex, on-site(Government site) informationtechnology services, includingResearch, Development Test andEvaluation (RDT&E) and technologysupport services for C4ISR EnterpriseIntegration and Automation in theCharleston SC area. Support servicesat to include senior level engineeringexpertise with specific skill-setspertaining to technology transfer,modeling and simulation, war gaming,network automation and visualization,and advanced technology developmentto augment teams working new andexisting initiatives. This support isrequired by various SPAWAR customersincluding Department of HomelandSecurity, National Institute of Justice,USAFCENT, USSOCOM, USCENTCOM, aswell as other DOD Services, agencies,and Commands in support of RDT&Efor enterprise IT and advancedtechnology solutions supporting globaloperational requirements. (Draft PWSprovided). The procurement will be a 100% smallbusiness set aside for Service-DisabledVeteran-Owned Small BusinessConcern (SDVOSB). The period of performance is currentlyforecasted to be 1 October 2008 thru30 September 2009 with two one yearoptions periods. The Governmentestimate for this action is $3M for allyears. All potential sources shall be registeredin the Central Contractor Registration(CCR) to be considered eligible foraward. The NAICS code for thisacquisition is 541512 and the SmallBusiness Size Standard is $23M. If no there is no response from eligibleSDVOSBs who are capable of fulfillingthe requirements, the Government willthen proceed with a sole-sourceacquisition to BEAIR Enterprises, LLC,1104 Saddlehorn Road, Summerville,SC 29483-2234. The proposedcontract action will be fixed price. Interested persons may identify theirinterest and capability to respond tothe requirement within fifteen daysafter date of publication of thissynopsis will be considered by theGovernment. A determination by theGovernment not to compete thisrequirement based upon responses tothis notice is solely within the discretionof the Government. Informationreceived will normally be consideredsolely for the purpose of determiningwhether to conduct a competitiveprocurement.
