Description
SOURCES SOUGHT SYNOPSIS for: Construction of Fuel System at Nevatim Air Force Base, Israel. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers Europe District has been tasked to solicit for and award a construction project for a Fuel System at the Nevatim Air Force Base in Israel. The project will be awarded using a Firm Fixed Price contract. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the U.S.A. Contractor Community to include all contractors conforming to the restriction provided below, to compete and perform a Firm Fixed Price Contract. The Government must ensure there is adequate competition among the potential contractor community. Description. The construction of the Fuel System at Nevatim AFB, Israel includes the following facilities: 1.Fuel Tank(of about 1000 cu.m.) and a Pumping Station. 2.Transformer and Control Building. 3.Fuel Filtering Facility 4.Site Development, Utilities & Infrastructures 5.500 KVA Emergency Generator. The facilities mentioned above include all associated site work and infrastructure. Buildings will contain utilities, electrical, mechanical, communications, etc. The operational importance of this project for the IAF requires a special care for Schedule and Quality. In addition, the fuel Contractor/Sub-Contractor shall be well experienced in the field of Aviation Fuel Systems, the Contractor/Sub-Contractor for the vertical fuel storage tank's construction (metal works only) shall be required to prove (for proposal submission) past experience in construction of at least 5 vertical fuel tanks of steel construction in the last 10 years, each having a capacity of at least 1,000 cu. m and all Contractor personnel must be familiar with working in an operational base. Estimated Construction Range: Between US$5,000,000 & US$10,000,000. Duration of project is 480 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236990. Not a Small Business set-aside. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 20% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Award will be based on overall Best Value to the Government. Restriction: The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Anticipated solicitation issuance date is on or about 23 September 2008, and the estimated proposal due date will be on or about 23 October 2008. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 8 September 2008. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: "Offerors name, address, point of contact, phone number, and e-mail address. "Offerors interest in bidding on the solicitation when it is issued. "Offerors capability to meet requirements. "Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute construction, comparable work performed within the past 5 years brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. "Offerors Joint Venture information if applicable existing and potential. "Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) Interested Offerors shall respond to this Sources Sought Synopsis no later than 09:00 AM (CET) 5 September 2008.
