- General: The National Park Service, Department of the Interior, intends to solicit a proposal on a single source basis from Haley Sharpe Design Ltd. for the design, pre-production and production oversight of an interpretive film that will be the culminating interpretive event of the interpretive exhibit program for the New Administration and Education Center at Fort McHenry National Monument and Historic Shrine in Baltimore, Maryland. The unique interpretive concept approved by the NPS Development Advisory Board depends on the completion of the interpretive film as the culminating experience within the interpretive/exhibit area and needs to be integrated with the exhibit design that was completed by Haley Sharpe Design Ltd. The interpretive themes and information encompassed in the other exhibit media will be incorporated into the film.Type of Solicitation: Single SourceSolicitation No.: N2011080389Proposed Issue Date: September 22, 2008Estimated price range: $100,000 to $150,000Period of Performance: October 2008 through February 2010Title of Project: Fort McHenry National Monument & Historic Shrine Film ProductionDescription: The Contractor shall prepare a treatment that provides an overview of the proposed production's creative approach and storyline. The treatment shall include a description of the production approach to shooting original footage, a description of the plan for securing free or low-cost stock footage and historic photos from Government and non-profit sources, a general description of the scenes envisioned, a listing of proposed shooting locations, and a description of all proposed graphics, artwork, animation, music and narration to be used in the production. The treatment shall provide sufficient detail to provide the reader a sense of the look and feel of the proposed production and shall be suitable for use as a working model from which a script can be written. The treatment products shall include a storyboard for the proposed film; an approximation of the amount of original video footage versus stock footage and/or photos; the number of days of live action photography; the proposed sources for historic photos and stock footage to be used. It shall indicate if original or stock music is to be used. The final script shall be presented in either two-column or Hollywood-style format with narrative, dialogue, visual information, and cueing. The Contractor shall provide rough cut and fine cut reviews.Type of Procurement: This will be a firm-fixed price contract to include the Governments Organization Conflicts of Interest and Rights In Data clauses. The NAICS Code for this project is 541490 and the small business size standard is $7.0 million. This procurement will be on a single source basis from Haley Sharpe Design Ltd. who did the exhibit design for the New Administration and Education Center at Fort McHenry National Monument and Historic Shrine.
