Description

The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis under the authority of FAR 6.302(a)(2) with The Catholic University of America, in Washington, D.C., a service for Air-side and refrigerant-side correlations for evaporators and condensers. The Catholic University of America shall provide state-of-the-art correlations for predicting air pressure drop across finned-tube heat exchangers and for predicting two phase heat transfer coefficient in enhanced tubes that would be most suitable for implementation in the evaporator-condenser models. CUA shall make it possible for NIST to complete this research and developmental project. No other company has the proprietory knowledge or capability to provide these services. A solicitation package will not be issued. This notice of intent is not a request for competitive quotations, however, the government will consider other responses received by: August 31, 2008. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
