- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The North American Industry Classification System Code is 423830, and the Small Business Size Standard is 100 employees. Naval Surface Warfare Center Dahlgren intends to procure a used winch and trailer system. Procurement is set aside for small business dealers only. Procurement requirements include: CLIN 0001: 1/EACH re-manufactured/used American Model 75, 2-drum winch, powered by a 4-cylinder John Deere diesel engine with torque converter, and manual controls. CLIN 0002: 1/EACH Moritz 2005Model Gooseneck Trailer. The following salient trailer requirements apply: gross weight capacity of 14,500 lbs, un-laden weight capacity of 4,980 lbs, 24 feet in length, and a clear state certificate of title. This winch/trailer system has demonstrated the capability of towing the Governments water borne test apparatus platform at the correct speed, and to maintain that speed throughout the test event. In order to maintain test-to-test consistency, the Government is seeking vendor quotations for the same make and model winch/trailer system. Quotes shall include the following: 1) current photo of the winch and trailer system, 2) year winch was manufactured/remanufactured, 3) copies of maintenance/repair histories for the winch and trailer, and 4) price. Desired trailer options include two (2) spare tires and wheels, and all chains and binders. The order shall be a firm-fixed price purchase order. Pricing will be FOB Destination to the Naval Surface Warfare Center, Crane Division, Glendora Lake Facility, Sullivan, Indiana. Therefore, the quote must include all applicable shipping charges. Provide an estimated delivery date (how many days) after receipt of order (ARO) on quote. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13. The closing date for submission of quotes will be 2 September 2008, 2:00PM Eastern Time, with an anticipated award date of 5 September 2008. All offerors must be determined to be responsible in accordance with FAR 9.104-1, and must be registered in the Central Contractor Registration (CCR) database. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: QUOTES ARE BEING REQUESTED AND A WRITTEN REQUEST FOR QUOTE WILL NOT BE ISSUED. Inquiries shall be directed to XDS11G at (540) 653-7080.
