- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with MinXray 3611 Commercial Avenue, Northbrook, IL 60062, as the only responsible source that can provide the Portable Medical X-Ray Unit as requirement by Naval Expeditionary Medical Support Command. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Naval Expeditionary Medical Support Command has a need for a Portable Medical X-ray system including the MinXray PowerPlus unit, Gas Spring Portable Mobile Stand with 16" Wheels and Transport case by Hardigg. After removing from case, system acts a two-wheeled cart allowing movement to desired location and, with the use of the gas springs, only takes a few seconds to position from transporting mode to deployed mode. The x-ray tube, CPU, and controls are all in one monobloc tubehead, alleviating the need for interconnecting cables between each component, all of which allows the user the ability to be ready more quickly and reduce patient waiting times. The PowerPlus operates over the range of 100-260 VAC, 50/60 Hz, by sensing the input voltage and automatically switching. This Portable X-ray system will be replacing an older MinXray model that has very similar user interface reducing the training requirements. Any other system would consume additional time and resources and may increase the probability of an operator error, resulting in unsuccessful outcomes. Items being purchased in this acquisition: Two Portable Medical X-Ray Units, CAT#: MXRSLW: each including HF120/60HPPWV Power Plus™ portable x-ray unit, XGSMKIVLW stand and HF100HSTC military specification transport case. Six each operators manuals and service manuals. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by MinXray, Inc.
