Description
This is a SOLICITATION FOR COMMERCIAL ITEMS supplemented with additional information included in this notice. Solicitation No. Q340180002 is issued as an Indefinite Delivery Indefinite Quantity (IDIQ) Request for Quote (RFQ), base year plus four (4) option years and will be awarded as a firm-fixed price contract for Commercial Items, using simplified acquisition procedures. Solictation and attachments for Safety Footwear will be released on or before August 29, 2008. Responses are due on or before September 16, 2008. The North American Industry Classification System (NAICS) is 316219; the size standard is less than $500 Million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement is a commercial item. The estimated magnitude of this procurement is between $10,000.00 and $30,000.00. The National Park Service, National Mall and Memorial Parks has a requirement to furnish safety footwear to all eligible National Mall and Memorial Parks employees. Due to space limitations, the complete commercial item specifications are contained in the RFQ Number Q3401080002. Interested contractors should download the solicitation with all attachments. If an offeror proposes an "equal" product, the offeror shall furnish descriptive literature for the proposed product and shall be included with the quote. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation and reasonably available to the National Park Service. FOB - destination. Evaluation of Commercial Items will be in accordance with FAR 52.212-2. Proposals will be reviewed to determine which one represents the greatest value, price and other factors considered. Award will not be necessarily be made to the lowest price offeror, but rather the one that offers the best value to the National Park Service in terms of the following evaluation criteria: 1. Ability to meet the technical requirements as described in the Safety Footwear Description (Excel Attachment). 2. Discount Terms. 3. Price. 4. Ability to deliver product. The evaluation criteria are listed in descending order or importance. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. Offeror Submittals: 1. Completed Excel spread sheet with the technical description of the product or proposed product in Safety Footwear Description. 2. Discount terms offered. 3. Unit Price. The offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. 4. Ability to deliver the product where designated and when requested. 5. One originally signed copy of the Standard Form 18. Quotation submission requirements: Solictation and attachments for Safety Footwear will be released on or before August 29, 2008. All quotes (on Excel Spreadsheet) shall be submitted as an email or original for receipt no later than 4:00 p.m., ET, September 16, 2008, and be clearly marked with Request for Quotation Number Q3401080002. Offerors are hereby notified that if your quotation is not received by the date and time and location specified in this announcement that it will be considered late.
