Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSFEHQ-08-Q-0185 and is issued as a Request for Quote. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-23. This acquisition is a full and open competition, utilizing NAICS Code 517919, All Other Telecommunications. Standard Industrial Classification (SIC) 4899 – Communication Services, NEC. GENERAL DESCRIPTION It is the government’s desire to have a single solution providing telephone and secure encrypted Internet service with TCP acceleration for all portable satellite systems in the field through the two Intelsat facilities used by the current satellite contractor. The current network ground entry point is connected via a private link to FEMA Region IV headquarters, located in Atlanta, GA and the other link is tied to Mt Weather, VA. These two facilities are linked by a private link. GENERAL REQUIREMENTS 1. Purchase of the specific electronic equipment listed below. No substitutes are acceptable. •a. One Quintum, CMS 960Base System, part number 501-1089-00 •b. Four Quintum, 8 port T1/E1 Line Interface Cards, part number 501-1082-00 •c. Seven Quintum, 120 port DSP resource modules, part number 501-1081-00 •d. One Quintum, Third AC Power Supply, part number 501-1091-00 •e. One Quintum, 60 call unit, part number 501-1095-00 •f. Two UD Gateway, UD Cast, 200 Tunnel units, part number AH-GATEWAYPRO-T200 2. The purchased electronic devices must be installed and integrated into the existingIntelsat facilities to function with the existing GFE currently installed and the current satellite contractors DVB electronics, providing a mirror image between the two facilities. •3. UD Gateway electronics must have TCP acceleration installed for VoIP link. •4. UD Gateway electronics must employ TCP encryption at AES. •5. Service Agreement for UD Gateway units for one year that includes the following for one hundred and twenty two units: (118 single tunnel units and 4 fifty tunnel units) •a. Software upgrades •b. Twenty four hour repair/replacement of failed units Period of Performance The period of performance shall begin upon the contractor’s receipt of the purchase order or contract award notification. Installed and fully operational delivery is anticipated to be no later than ten days from award. Respondents are required to submit proposed purchase schedule, programming schedule and installation/integration schedule with proposal. The following clauses and provisions are applicable to this requirement and can be viewed at http://www.arnet.gov/far/index/html: FAR 52.212-1 Instructions to Offerors, 52.212-2 Evaluation Commercial Items, (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical compliance considered. The following factors shall be used to evaluate offers, and are in descending order of importance: (i) technical qualifications/compliance and (ii) price. Evaluation of technical qualifications will be significantly more important then price. 52.212-5, Executive Orders – Commercial Items, 52.228-5, Insurance Work on a government Installation, 52.232-25, Prompt Payment, Evaluation of Options, 52.217-5, HSAR 3052.242-72, Contracting Officer’s Technical Representative, 52.204-7 Central Contractor Registration, Offerors are to include with their quote a complete copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items or indicate that their vendor information is available in ORCA (www.bpn.gov).
