- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase one network emulator on a brand name or equal basis. This procurement is a small business set-aside. The following constitutes the brand name product: Anue Systems, Inc., quantity of 1, part number HSGEM-OPC8-B, Hawaii GEM Optical and Copper Gigabit Ethernet Network Emulator with 8 profiles; quantity of 2, part number CAPPLAY, Capture Relay. The following are the salient characteristics of an equal network emulator product: Comes i! n a 19 inch rack mountable form factor that is no larger than 2 rack units in size; Must be able to support a minimum of 4 network ports, where the ports can be configured to be either fiber optic (multimode) gigabit Ethernet or twisted pair 10/100/1000 Ethernet; Must be able to configure and manage via web interface, or other method that does not require installing operating system specific software on a computer; Must be capable of adding errors to emulated traffic to any one of the network layers (2-7); Must be able to control delays of emulated packets to a resolution of 16 nanoseconds, or smaller; Must support the emulation of bursty data; Must be capable of handling jumbo fame packets up to 15Kbytes in size; Must provide traffic capture and replay capability. Must be able to buffer at least 690 Mbytes of captured traffic for future replay. Must be capable of capturing and/or replaying at least 690 Mbytes of network traffic on each of two separate network links, simul! taneously; Must support both unidirectional and bidirectional network emulation; The device must not make use of a hard drive or other similar data storage that would prevent it from being taken into and out of classified work areas. Vendors may quote either the brand name product or its equal, so long as the equal meets the above listed salient characteristics. If quoting an equal product, vendors must adequately demonstrate how the offered product meets the required specifications. Failure to do so may result in a quote being deemed unresponsive. These items will be acquired utilizing Simplified Acquisition Procedures. The Government will not issue a written request for quotations as all items are identified on this notice. All items are to be priced destination to Dahlgren, VA 22448-5114. Award is anticipated on or before 30 September 2008.
