- Services Non-Personal: The Air Force intends to issue a competetive award for preventative maintenance (PM), remedial maintenance (RM), and calibration on the Optical Gaging Equipment. The contractor shall provide all labor, tools, equipment, test equipment, personal protective equipment and clothing, hearing protection, eye protection including prescription safety glasses, materials and parts, transportation and other incidentals necessary to travel to Tinker AFB, OK to perform PM, RM, and calibration on the Optical Gaging Equipment. The contractor shall be responsible for insuring all services and parts provided under thsi contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer's equipment specifications and this Performance Work Statement (PWS). The equipment list is attached. A firm fixed price (FFP) contract is anticipated for the preventative maintenance (PM) portion of the work, and time and material (TM) contract is anticipated for the remedial maintenance (RM) portion. The proposed period of performance is 01 Oct 08 - 30 Sept 09. There are also 2 options years which are 01 Oct 09 - 30 Sept 10 (option 1) and 01 Oct 10 30 Sept 11 (option 2). The estimated award date is 01 Oct 08. Central Contractor Registration (CCR) is required to receive any award. Contractors can register electronically at http://www.ccr.gov. ORCA registration is also required and contractors can register electronically at https://orca.bpn.gov. The NAICS code for this requirement is 333314 with a size standard of 500 employees. 5352.201-9101 OMBUDSMAN (AUG 2005) (AFFARS) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Business & Mission Support Division Chief, Directorate of Contracting, OC-ALC/PKC, Tinker AFB OK 73145, Phone: 405-736-3273. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (End of clause) <h4>52.232-18 -- Availability of Funds. As prescribed in 32.705-1 (a), insert the following clause: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
