- VA National Center for PTSDStatement of Work Request 7/28/2008 Project: Development of PTSD 101 Courses PTSD 101 is a web-based curriculum of diverse topics focusing on issues related to combat stress/PTSD. It is designed for professionals who provide services to individuals who have experienced trauma. The goal is to add two new courses that are interactive, educational, are more engaging than a written document. The most effective online courses today take advantage of a full range of multimedia techniques including color, movement, sound, and video. We seek a contractor who can satisfy these stated goals. This acquisition is expected to range from $25,000 to $100,000 in cost. We believe the two new courses (Pharmacotherapy for PTSD and Traumatic Brain Injury) will include many of the elements listed below but look to the contractor to specify how to best meet the goals. Possible elements include: "Audio voice-over narration "Photo images and flash-animated collages of still images to personalize and humanize the content and render it more accessible to users "Interactive exercises (e.g., on recognizing combat stress reactions) to engage the user and ensure content mastery (NOTE: no persistent cookies allowed by VA) "Modules that are specifically designed to address caregivers in the various stages of the emotional cycle of deployment (pre, during, post and redeploying) "Links to resources providing "real-time" access to support and information, in order to enhance the user's motivation to help their family service member immediately We are also looking to add 4 courses that are PowerPoint presentation with voice over narration with the option to convert these to interactive classes if funds are available. 1.Risk and Resilience Factors 2.PTSD Assessments 3.Women's Treatment Issues 4.Military Sexual Trauma View the online materials that are currently available at: http://www.ncptsd.va.gov/ptsd101/ This statement of work request includes a description of the work, skills needed, and evaluation criteria for selecting a suitable contractor. DESCRIPTION OF WORK Six new courses need to be created to add to the current curriculum, two full courses that are interactive and engaging and four that are standard PowerPoint with voice narration. The National Center for PTSD will supply: course content in a PowerPoint template, course goals and objectives, text and photo for instructor biography, a Word document of the transcript. The contractor will supply: the final educational materials delivered in a web-ready format. The contractor will work with a VA Education Specialist to complete this work. Work Required: "Create two high quality professional courses that are interactive, engaging, professional, and educational and four PowerPoint course presentations with audio "Create a new page in html format in the PTSD 101 section for each course "Create a new biography page in html format for each course as needed, photo of first instructor and sample text will be supplied "Create a 508 compliant PDF of continuing education credits brochure Deliverables: Contractor will provide final materials for six PTSD 101 courses. Each course will be web ready and 508 compliant. Total number of courses requested in this proposal: 6 SKILLS NEEDED The contractor needs to be proficient in creating professional educational courses that are engaging and appropriate for adult learning. Courses must be 508 compliant. The contractor must have the ability to create web-ready courses compatible with the Center's website. The contractor should be familiar with VA/Government 508 compliance regulations. They should also be familiar with the following programs: "Java 5.0 or later "Tomcat- version 5.5 "Apache "Struts version 1framework and code "MySQL 4.0 databases "CSS (Cascading Style Sheets), html, java scripts Email of solicitation is allowed, but sender is responsible for confirmation of receipt. Errors in transmission or server error are not the responsibility of the Government and allowances for late submissions will not be made.
