- SIR Description: The Federal Aviation Administration Western Logistics Service Area, Los Angeles; hereby announces its intention to solicit a Request For Offer (RFO) for the removal and replacement of the high room on the PMT HNL hanger. Roof damaged from storm, repair required to protect assets in hanger. This requirement is totally set-aside for Small Business Firms. Contractors must have active registration with Central Contracting Registration (CCR) http://www.ccr.gov before the contract award can be made.The Standard Industrial Code for this project is 237310. A request for solicitation package must identify the SOLICITATION NUMBER (DTFAWP-08-R-01526) and must be requested Via Facsimile (310) 725-6842 or in writing. VERBAL OR TELEPHONE REQUEST WILL NOT BE HONORED. A request for a solicitation package must be received no later than Tuesday September 9, 2008, 12:00 noon. Any request of a solicitation after this date, regardless of how transmitted, WILL NOT BE HONORED. The solicitation for this project will be issued on or about Tuesday September 9, 2008. Awards resulting from the RFO will be based on Best Value to the FAA, giving consideration to past performance and experience with the same or similar work and Cost. The FAA may make an award without communications and/or negotiations; however, communications and/or negotiations may be conducted to determine the best value to the FAA. T3.6.1 - Small Business Development Program (Revision 19, October 2000) Small Business Development 5: DOT Lending and Bonding Program Revised 7/2005 a. To promote the financial assistance programs available from the OSDBU (S-40), procurement teams should add the following information in each public announcement of a procurement containing a bonding requirement: "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
