- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order underthe authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Affordable Comfort, Inc. (ACI) for support and facilitation of the annual Home Performance with ENERGY STAR (HPwES) National Symposium, as well as four regional conference events and one National RESNET conference. These conferences will provide technical training and share experiences regarding many aspects of improving residential energy-efficiency through home performance contracting. These six conferences will advance the greenhouse gas emission reduction goals of the ENERGY STAR Residential Branch and the Climate Protection Partnerships Division. The ESRB is promoting a whole-house retrofit program called Home Performance with ENERGY STAR. This whole-house improvement program emphasizes home diagnostics and evaluation with an emphasis on improvements made by a trained technician, and a strong quality assurance program. ACI is a nonprofit organization with a mission to advance the performance of residential buildings. ACI has been successful at inspiring excellence in home construction, remodeling, repair, and operation by promoting a whole house approach through national and regional conferences for over 21 years. In addition to conference support and facilitation, ACI will provide audio/visual equipment for the sessions, booth space for EPA/OAR/OAP/CPPD/ESRB, ad space in the conference program, and a complete listing of all attendees and participating vendors as well as a summary report of the sessions' evaluations upon the completion of each conference.NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that ACI is uniquely qualified to satisfy the Government's requirement, as they have a successful history of reaching the niche contractors through these conferences by emphasizing a whole-house building performance approach. This will be beneficial to ESRB's efforts to recruit participants in the Home Performance with ENERGY STAR program and implement program goals. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
