- The Mission and Installation Contracting Center (MICC) at Fort Eustis, Virginia intends to solicit and award a Small Business Set-Aside Multiple Award ID/IQ contract in support of the U.S. Army Directorate of Training (DOT) at Fort Gordon, Georgia. The acquisition entails contractor support services to perform all Signal Center (SIGCEN) Instructor/Training Developer requirements to meet short-notice Military Occupational Specialty (MOS) training requirements for all Signal Soldiers (e.g., Training Reserve Component mobilizatins, etc.). These services include Initial Entry Training (IET), Advanced Individual Training (AIT), basic and advanced noncommissioned officer training (BNCOC and ANCOC), basic and advanced warrant officer training (WOBC and WOAC), training for company grade Signal Officers (Officers Basic Course and the Signal Captains Career Course), and functional course training for all Signal Soldiers and civilians. These services also include Direct Support to Training Event (DSTE) personnel. DSTEs support the training event, but are not directly involved with the training event. A few examples of what a DSTE personnel can assist with are: resetting classrooms, assisting with equipment control, helpdesk support, training exercises and training administration. The contractor shall perform Instructor/Writer services required by separate task orders for the period of performance indicated in the task order. The contractor shall perform Instructor/Writer services IAW aplicable government regulations to include all Army, TRADOC, and Fort Gordon 350 and 351 series regulations. The contractor shall provide sufficient personnel to cover the scheduled instruction for each day of the contract. When an instructor is not available for work on any given day, a replacement must be available during the instructors absence to continue the work effort that is required in accordance with the Performance Work Statement (PWS). In the event replacement instructors are not made available within 5 working days, the contractor shall be subject to a penalty as indicated in the Performance Requirements Summary (PRS) and future task orders. The MICC anticipates a Multiple Award ID/IQ. The contract will be written for 12-month Base Period with four (4) 12-month Option Periods. The Task Orders will incorporate a 1-month Phase-In Period at the front end of the Full-Performance Period. (FYI: the designated NAICS Code is 611430 size standard of $7.0M). The solicitation will be issued on or about 3 Sep 2008 and closing on or about 3 Oct 2008.
