Description
The National Cancer Institute (NCI), Office of Public Information and Resource Management (OPIRM) plans to procure on a sole source basis Cancer Communication expertise and support for the Office of Cancer Information Service, NCI and the International CIS Group (ICISG) activities, projects and relationships from Morra Communications; 1 Platt Street; Milford, CT 06460. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541990 the business size standard is $7 million. The period of performance for this procurement shall be 12 months from date of award. The mission of the National Cancer Institute’s Cancer Information Service is to serve as the foremost source for the latest and most accurate cancer information for patients and their families, the public, and health professionals as mandated by several legislations. The mission of NCI’s Smoking Quit line is to provide evidence-based smoking cessation counseling to clients and to develop tailored treatment plans to assist clients in the quit efforts. The services shall supplement existing efforts to provide cancer communication expertise and support to the Office of Cancer Information Service, NCI, and the International CIS Group (ICISG) activities, projects, and relationships. The contractor will facilitate a working group of ICISG members from Canada, US, Germany, Switzerland, and the Netherlands to develop a course outline and curricula for an advanced workshop on how to start a CIS. This project builds on a basic how to start a CIS workshop delivered in 2006 at the UICC Meeting in Washington, DC. The contractor will coordinate content for both the basic and advanced workshops. The contractor shall provide program planning, data collection, training, quality, evaluation documents for the ICISG toolbox on the ICISG Web site ( www.icisg.org ). This toolbox may be used by countries worldwide as a means to start or enhance a CIS. The contractor shall monitor the site to assure up-to-date documents are available and will update as needed. Dr. Marion Morra of Morra Communications is the only source who possesses the extensive expertise in Cancer Communications as it relates to the Cancer Information Service and experience with the International Cancer Information Service Group, as co-founder. Dr. Morra has been in the forefront in the development of the International Cancer Information Service Group (ICISG), is one of 12 members of its active, working Board of Directors and has attended International Union against Cancer (UICC) and ICISC meetings since the 1990s. At the 2002 UICC meeting in Oslo, she was instrumental in bringing together potential ICISG collaborators as well as in helping set the future directions for the ICISG. The Contractor has been a leader in the dissemination of cancer communications knowledge at the international level since the early 1980s when she hosted the first international visitors, members of a German Cancer Council in their quest to start a national cancer information service (a service that has been running for over the past 15 years). She has taught CIS and communications courses, presented data and chaired sessions -- both at the International Cancer Conferences and at the American Cancer Society University, which develops cancer leaders in underdeveloped countries. Morra Communications has a thorough knowledge of all aspects of the CIS program. She was the Project Director of the CIS for New England and is internationally recognized as an innovator in the field of cancer communications. Based upon these factors, no efforts were made to solicit or conduct market research from other potential sources. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on September 19, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
