Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 15 as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Proposal (RFP); a written solicitation will not be issued. The North American Industry Classification System (NAICS) Codes are 238390 for the 5A renovation and 238990 for the Fire Alarm and Mass Notification System Upgrade. The Service Contract Act applies to the 5A Renovation. This is a Total Service-Disabled-Veteran Business Set Aside. All responsible sources may submit a proposal, which if received timely, shall be considered by the Agency. Offers must be submitted on an SF1449 which can be found at http://www.gsa.gov/Portal/fsa/ep/formslibrary.do?formType=SF. Offerors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The resulting contract type will be fixed price. FAR Provisions and Contract Clauses for the Acquisition of Commercial Items: the following Federal Acquisition Regulation (FAR) Provisions and clauses apply to this request for proposal and are incorporated by reference. The solicitation document and incorporated provisions and clauses are those through Federal Acquisition Circular (FAC) 2005-26 dated June 12, 2008. 52.203-6 (SEP 2006) Restrictions on Subcontracting Sales to the Government 52.212-1 (NOV2007) Instructions to Offerors – Commercial 52.212-2 (JAN 1999) Evaluation - Commercial Items – (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous costwise to the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. (c) A written notice of award of acceptance of an offer, mailed o other wise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.212-3 (NOV 2007) Offeror Representations and Certifications – Commercial Items (Offerors must include a completed copy of 52.212-3 with their offer). CCR requirement – Offerors must be registered in the Central Contractor Registration (CCR) before an award can be made. If offerors are not registered in CCR, they may do so by accessing the CCR web site at: http://www.ccr.gov. Offerors must bid both jobs in order to be responsive.
