PART ONE RFP 08-N231-6005ha Response to Recent Questions 08-Sep-08 1. Is this solicitation a new requirement or a re-compete? If it is a re-compete, who is the incumbent contractor and what is the contract value? ANSWER: The focus of the contract is to assist HAB in its quality activities, as these have evolved the scope of work is different. This solicitation has grown out of a current contract. Therefore, this solicitation is not a direct recompetition of a previous contract. 2. Regarding the project deliverables (P. 11), are there any requirements for monthly progress report, annual report, and final project report? ANSWER: A final report is required. Because this contract works so closely with HAB quality staff, no additional reports are required. 3. Regarding the technical proposal, is there any page limit? What about line spacing and font size? ANSWER: The offeror is reminded that legibility is important, but there is no requirement on line spacing and font size. There is no page limitation; however, we also ask the offerors be clear and concise when responding to this solicitation. 4. Are the "Quality Management Plan" and "NQC Work Plan" available online as reference? ANSWER: The Quality Management Plan is a document internal to HAB, and the NQC Work Plan is a part of the NQC cooperative agreement. Basic information on the overall strategy can be found on the HRSA/HAB web site. (http://www.hrsa.gov/) 5. Are there any time provisions in the project work plan for the OMB clearance requirement? ANSWER: At this time, none of the documents meet the requirement for OMB clearance. Should such documents be required, this time will be included, as will review of the HRSA Office of Communications as appropriate. 6. For each of the meetings, please provide the number of attendees for budgeting purpose. Will all meetings be held on government sites? Are all of the attendees local, or will travel and per diem reimbursements be required? Please identify locations of attendees if travel is required. ANSWER: The size of the face to face meetings varies, and most of them are in the Washington, DC, area. This contract will cover travel for the contractor, and is not expected to cover participant travel. 7. Under Deliverable 1, how many interviews and focus groups per year? Are the focus groups to be held in the Washington, DC metropolitan area or elsewhere? For budgeting purpose, are these focus groups to be held at formal focus group facilities, with budget for recruitment, participant incentives, audio recording, and transcription services? What is the expected length of time for each of the conference calls identified? Finally, how many people will take part in each conference call? ANSWER: The number of focus groups is forecast in the Statement of Work. The number of people on a conference call varies. Finally, the offeror should discuss the conduct of the focus group as required in Section L.1.k. 8. Under deliverable 2, how many attendees will participate in the 3-4, 1.5 day Advisory Committee meetings per year and how many attendees will participate in the 15 NQC planning meetings per year? Are all attendees local, if not, for budgeting purposes, please provide a breakdown of participants. Are all meetings to be held at government sites, if not, for budgeting purposes, please provide a breakdown of requirements. Finally, could you please specify lengths of the various NQC meetings? ANSWER: Answers to this question have been given earlier in this document. The various NQC meetings range from 1 day to 3 days. 9. For budgeting purposes, please provide kind and lengths of the various documents that will need to be reviewed. Also, please provide the length of the 2 TA manuals associated with the Collaboratives. ANSWER: That cannot be known perfectly. Some will be written documents, some will be curricula; some will likely be web based training modules. Quality manuals are available for review on the HAB web site and the NQC web site. 10. (Page 39), please elaborate "TGA" and "Cross Parts." ANSWERS: These are two quality improvement Collaboratives, which HAB has recently begun and will continue under this contract. TGA is Transitional Grant Area. It is discussed in the Ryan White Legislation. (This can be found on the HRSA/HAB web site.) Cross Parts is collaborative that includes grantees and providers funded under all parts of the Ryan White Legislation. 11. (Page 39), for budgeting purpose, please provide guidance of the number of TA products to be developed and produced. ANSWER: The answer to this question is part of the statement of work. It is not yet known what the final mix of these documents will be. 12. (Page 40): please provide more information and link to the TARGET Center web-site. ANSWER: This can be found on the HRSA/HAB website. 13. Can we assume that the deliverables identified in the SOW correspond to the task requirements of the solicitation? ANSWER: Yes 14. Are honoraria or other reimbursements required for any meeting or conference call attendees? ANSWER: None are required as part of this contract. 15. For clarification purposes, page 41, Attachment B, does “contractor shall segregate billings by task order when invoicing” equate to contractor shall segregate billings by deliverable? Will Contractor be required to submit any task order proposals for contract activities? ANSWER: No. ************************************************************************************************** PART TWO RFP 08-N231-6005ha Response to Recent Questions 05-Sep-08 1. (P.25) Please clarify/confirm that Other Director Costs are needed to be included in the Technical Proposal. Answer 1...cannot find the language "other director costs" on page 25. However, it is clear that the technical proposal must include "details of labor hours and other direct cost.” 2. (p.26) In the second and third paragraphs of Section 4 (Experience) of the technical proposal instructions, they asked the offerors to describe project staff management and subcontractor management respectively. Please clarify whether these two paragraphs should be included in Section 3 (Personnel and Management Plan) instead of Section 4 as stated. Answer 2...The focus of section three is how the project/contract activity is designed to work. The focus of the two paragraphs in section four is to discuss A: how the contractor and the contractor's team will respond and have responded to changing priorities B: how the contractor will insure/has insured that subcontractors stay focused on the contracts priorities. 3. Please clarify that "tasks" and "deliverables" described in Section L of the RFP and SOW are the same. Answer 3: they are the same. 4. (P.14) Please clarify whether web-based TA products and related documents will not be subjected to agency clearance requirement in this contract. Answer 4...Web products that are created to be put on the HRSA web site must be cleared by HRSA. Products from the National Quality Center will be reviewed by the contractor and HRSA/HAB staff. Currently, these are not routinely submitted for clearance. HRSA/HAB would want to reserve the ability to do so, in any case. (end of Response to Questions)
