Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-26 and constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is PROC090Employees. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition procedures, FAR Part 13. The U.S. Patent and Trademark Office (USPTO) is hosting an employee recognition award ceremony on October 31, 2008 at its Alexandria and Arlington campuses. The USPTO has a requirement for food and beverage for approximately 8500 employees in Alexandria and 300 employees in Arlington. The employee recognition ceremony will take place outside and the vendor is required to serve employees in an expeditious and efficient manner. The proposed meal should be one that is easy for employees to eat while standing or sitting without a table, and preferably would be a self-contained meal that can be quickly served. The period of performance is October 31, 2008. Place of performance the USPTO campus in Alexandria, VA (11am-2pm) and the USPTO South Tower Building in Crystal City (11am – 1pm). Set up at both locations is to be complete no later than 10:30am. The vendor must provide everything related to the successful completion of this event, including food, beverage, support, refrigeration stations (if necessary), utensils, napkins, linens (red, white, blue or gold), tents, tables, and anything else necessary based on the proposed meal options. Other than the outdoor venue, the USPTO will not provide anything related to this requirement. To be eligible for award under this solicitation, the vendor must be registered on the Central Contractor Registration website (www.ccr.gov) and accept Government purchase orders. The vendor shall provide a cold sandwich option that contains a side (for example, chips or fruit), a dessert (for example, a cookie or brownie) and a drink (water). Condiments should be on the side. A vegetarian option must also be quoted. The USPTO encourages the selected vendor to donate excess food to nonprofit organizations. Selection Factors: The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Type of items proposed 2. Past Performance in similar services size and type. 3. Total price per person. All factors are of roughly equal importance.
