Description
The proposed contract action is for an out-of-scope ceiling increase for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for which the Government intends to solicit and negotiate with only one source contingent upon funds availability to University of Colorado at Colorado Springs (UCCS), under the authority of FAR 13.501. This notice of intent is not a request for quotes. However, all inquiries received by 12 September 2008, 8:00 am MST, will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon a better business decision for UCCS to provide additional seats in their current contract for Homeland Defense Courses. Currently 30 students are allotted seats for each of four classes every year. This currently allows a total of 120 seats for the year. The increase will add 23 students to Introduction to Homeland Defense, 11 students to Interagency Relation Homeland Security & Homeland Defense, 7 students to Foundations of Terrorism, and 5 students to Protection of Critical Infrastructure. This increases the total seats by 46 for the year, for a new total of 166 seats for this final option year only. UCCS was awarded the base contract with four option years on 1 June 2005 to provide a certificate program in Homeland Defense. The upcoming option is the fourth and final year of the current contract with UCCS. This required increase in the number of students will ensure students who have partially completed the UCCS certificate program to fully complete the program prior to re-competing this contract. The requirement for Homeland Defense Courses and Certificates will be re-competed for award in FY10. This decision is determined to be in the best interest of the government for the sake of consistency for the mission and reduced contract administration costs. Additionally, allowing all current students to finish under this IDIQ will prevent any issues of transferring credits and the possibility for duplicated costs and efforts for students to reaccomplish similar courses when a new contract is awarded in FY10.
