Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and DFARs Change Notice (DCN) 2008-08-12. Federal Supply Code is 6910. NAICS is 333319 and the size standard is 500 employees This acquisition is a 100% small business set aside. The AFFTC/PKTB, Edwards Air Force Base, CA is seeking to purchase the following items: Line 1: Two (2) Educational Control Products "Controls and Drives Upgrade" to the Electromechanically Actuated Control Surface Experiment which Includes: 1. ECP DSP, Controls Software and Host PC 2. Position Encoder (16,000 counts/revolution) 3. Addition of ECP 2 Servo Motor Amplifier Box 4. Addition and Retro-Fit of Drive Motor 5. Addition and Retro-Fit of Load Motor (with Variable Loading Profiles) Line 2: Three (3) Educational Control Products Model 220 - Industrial Emulator/Servo Trainer, the "Complete System" which Includes Accessory A220d (Secondary Drive) Line 3: One (1) Educational Control Products Model 505 - Special ECP Inverted Pendulum "Complete System" REQUIREMENTS FOR INDUSTRIAL EMULATOR/SERVO TRAINER The Industrial Emulator/Servo trainer must be able to support the following controls experiment: • Plant Identification and Dynamic Model Building • Rigid Body PD and PID Control • Fundamental Open and Closed Loop Properties (second order systems, transient and frequency responses, rigid and flexible bodies, mode shapes and frequencies, time and frequency domain correlation) • Phase and Gain Margin • Nyquist Stability • Root Locus Design • Sensitivity to Parameter Changes • Control Robustness • Tracking Control • Disturbance Rejection (requires secondary drive accessory) • Flexible Structure Control (Notch Filters, collocated sensor/actuator, noncollocated control, low authority/high authority loops, ploe placement linear quadratic regulator) • Practical Control Issues (drive saturation, sensor quantization, discrete time sampling, custom control execution) • Gear Ratio and Inertia Changes • Friction • Backlash • Drive Flexibility • Drive Saturation • Sensor Quantization • Discrete Time Sampling REQUIREMENTS FOR THE INVERTED PENDULUM COMPLETE SYSTEM The Inverted Pendulum Complete System must support the following experiments: • Plant Identification • Successive Loop Closure Design • Dynamic Filter Control Augmentation • LQR Control Design • Tracking Control The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government price and other factors considered. AF 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Col.
