- Tactical Idle Reduction Equipment for Heavy Tactical Vehicles The US Army CECOM Life Cycle Management Command Acquisition Center Washington (CAC-W), on behalf of the US Army RDECOM CERDEC Command and Control Directorate (C2D), Army Power Division, is conducting market research to identify companies having the technology, qualifications and capabilities to develop a tactical idling reduction demonstrator. This effort shall support the US Army Product Manager Heavy Tactical Vehicles (PM-HTVs) Next-Generation Line Haul (NGLH) and M915A5 Programs. Both an auxiliary power unit (APU) and an auxiliary environmental control unit (ECU) shall be included in the tactical idling reduction demonstrator, thereby enabling the conservation of fuel during the idling periods of a long haul mission. Results of this market research may be used to formulate a near term program that integrates tactical idling reduction onto a US Army Heavy Tactical Vehicle. This future program may include the following Performance Objectives: (1) for the APU, (a) a rated output of 3kW to 5kW, (b) ability to sustain continuous output at 0.8 Power Factor, (c) provide output at 120 VAC and 28 VDC and (d) operate between -25 degrees F to 130 degrees F at all levels of humidity; and (2) the ECU shall have a rated output of 12,000 BTU/h to 18,000 BTU/h. Firms possessing the capabilities to satisfy the Tactical Idle Reduction requirements are invited to submit up to a 10 page White Paper providing a description of their approach. At a minimum, the White Paper must include: (1) prior experience in design, development, fabrication, and test of idling reduction APU/ECU systems; (2) the detailed specifications of idling reduction APU/ECU system (including all interface/ ancillary equipment needed for a complete integration;) (3) the objectives of the proposed effort; (4) the technical issues to be resolved in order to accomplish the objectives; (5) the approach to resolving these issues; and, (6) an assessment of the ultimate capability of the proposed technology. The data received in response to this RFI is for information purposes only and does not mandate or impose requirements. This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this survey. The Government will not reimburse interested sources or responders to this notice or any follow-on notice, for any costs incurred responding to this request or for subsequent exchanges of information. Any proprietary information submitted should be marked accordingly and will be protected when clearly identified as proprietary. White Papers shall be prepared using Microsoft Office Suite products (i.e., Microsoft Word and Excel) and Adobe Acrobat. The White Paper should be submitted electronically to the CAC-W Contract Specialist, Tristina Patterson, at tristina.patterson@us.army.mil by 23 October 2008. The Government will consider all responses submitted on time. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in via email; telephone requests for additional information will not be honored. No solicitation document exists.
