Description
This notice is a solicitation for competitive bids/proposals and is to be construed as a commitment by the Government. Interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items described below and the costs for the supplies and services. These parties must identify the requirements described herein, reference the synopsis number and indicate whether or not that they are a small, small disadvantaged, women owned, veteran owned, or minority owned business concern as defined in FAR 52.219-1. The NAICS code is 325120. The small business size standard is 1000 employees. Items and Services: The US Department of the Air Force has a requirement for compressed gases. The interested vendors shall provide cylinders for use as well as refill government cylinders for the compressed gases. Gas purchases will include both the supplying vendor owned compressed gas cylinders and the filling of Government owned cylinders. Please quote all items in Cubic Feet. The vendor needs to be able to accept payment by the Government Purchase Card (GPC) because it is anticipated that this will be awarded using a blanket purchase agreement (BPA) with no maxiumum or miniumum order required. The gases to be provided consist of but are not limited to the following: Pure Gases: * Nitrogen 99.97 and Ultra High purity Nitrogen 99.999% * Industrial Argon and Ultra high purity Argon * Industrial Oxygen and Ultra high purity Oxygen * Helium grade 99.995% And Ultra high purity helium 99.999% * Breathing Air, and Ultra high purity Air * Hydrogen and Ultra High Purity hydrogen * Industrial Methane and Ultra High Purity methane * Industrial ethylene * Carbon Monoxide Mixed Gases: * 40-60% Methane/ethylene Painting and Hydrostatic Test of Government owned compressed gas cylinders: * Hydrostatic testing of cylinders will be in accordance with DOT regulation * All cylinders that fail hydrostatic testing will be returned to US Department of Air Force Painting must comply with MIL-STD-101B Cylinder Size: Most cylinders are 200 cubic feet each but will accept 300 cubic feet size for some of the flammable gases. Bulk compressed gas trailer fills: Tuber trailer fills include 55.000CF, 66,000CF ** Air, ** Nitrogen ** Oxygen ** Hydrogen *NOTE: Normal fill response time should be no more than 7 working days from trailer pickup. For nitrogen trailers there will be times when turnaround time must be within 3 workking days from when vendor receives order. Please indicate in quote if there will be an extra charge for this type of quick turnaround delivery. Some of the bulk compressed gas fills needed in the previous year were as follows: Estimated yearly tuber trailer gas usage. Nitrogen - 600,000CF - 1,000,000CF O2 usage - 55,000CF - 165,000CF Air usage- 66,000CF - 190,000CF Hydrogen - 55,000CF - 165,000CF Due to fluctuating requirements this is the only data we can estimate for requirements of the Blanket Purchase Agreement. Response Instructions: The information received as a result of this notice will become property of the USAF. The Government does not intend to pay for any information provided under this solicitation. It is anticipated that a Firm Fixed Price contract will be awarded in 2008. Please submit your competitive quotes to the contracting office by the date and time indicated on the solicitation.
