Description
REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT DISASSEMBLY AND PREPARATION FOR AIR SHIPMENT OF A KB-50 AIRCRAFT FOR THE AIR MOBILITY COMMAND MUSEUM 09 September 2008 1. GOVERNMENT DISCLAIMER (FAR 52.215 Request for Information or Solicitation for Planning Purposes [Oct 1997]) (a) The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. (c) This request is issued for the purpose of determining whether or not industry possesses sources capable of performing the following requirements at THE AIR MOBILITY COMMAND MUSEUM at Dover AFB, DE. 2. GENERAL: The Dover AFB 436 Contracting Squadron 436 CONS is interested in receiving answers to market research questions from qualified prospective offerors capable of providing DISASSEMBLY AND PREPARATION FOR AIR SHIPMENT OF A KB-50 AIRCRAFT FOR THE AIR MOBILITY COMMAND MUSEUM at Dover AFB; IAW the attached draft SOW, under the provisions and instructions set forth in this RFI. Interested parties capable of providing all of the described services and materials are invited to submit brief answers to the market research questions not to exceed three pages (see paragraph 4 below). NAICS Code would be 484230 and size standard $25.5 million. Responses are due not later than 4:30 PM EST, Friday, 16 September 2008 and shall be sent to SSgt Stephen Roane, Phone: 302-677-5032, Fax: 302-677-5217, Email: stephen.roane@dover.af.mil 3. OVERVIEW/CONTRACT OBJECTIVES: Disassemble a KB-50 aircraft at MacDill AFB Fl, move it to the flightline and prepare it for air shipment via C-5 aircraft. This aircraft has already been disassembled and moved once previously. The USAF will; Provide an on-site supervisor, if requested, from the AMC Museum. Provide a suitable crane and operator to assist contractor in the disassembly process on an as available basis. Provide a 13k All Terrain forklift and operator on an as available basis. Provide standard Air Force 463L pallets and netting for parts loading. Pallets may not be modified. Provide pallet netting, pallet links and aircraft loading ramps if required Provide disposal of any residual fluids, if any, at base collection points. Certify the load for air Shipment via C-5 aircraft Obtain a proper Opportune Airlift NRA number The USAF Site Supervisor Will; Determine if any structural member must be cut before any action is taken. Assure that parts are of the correct size and suitably palletized for shipment via C-5C aircraft. The Contractor will; Perform all work using established commercial practices for moving museum aircraft Disassemble KB-50 aircraft into air transportable sections via C-5 Comply with USAF and EPA regulations for disposal of fluids, if any Plug and bag all lines and fittings that may contain residual fluids. Mount aircraft sections on jigs and dollies as required for loading and shipment. All fixtures constructed will remain the property of the contractor, to be stored by the AMC Museum until picked up by the contractor. Ensure that the disassembly is performed so as to preserve the historic material of the aircraft. Rivets are expendable, nuts and bolts and hardware should be preserved and kept with related assemblies whenever possible. Ensure that parts are identified and tagged or marked with non- invasive markers. Weigh and measure each separate pallet or section and provide those measurements to the AMC Museum prior to scheduled pick-up mission. The Contractor will not; Cut any structural members without the specific approval of the on-site supervisor After reviewing the draft SOW, please refer to paragraph 4 MARKET RESEARCH QUESTIONS below when preparing your response. 4. MARKET RESEARCH QUESTIONS: a.. How is your pricing structured for the services required? b. Do you have experience with the preparation and air shipment of museum aircraft? c. Have you ever worked at Dover AFB before? d. We are considering setting this acquisition aside for an as yet undetermined socio-economic group. What is your business size/socio-economic status?
