- [BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for Transformer-Rectifier Units (TRU) that comprise theability to withstand extremes in altitude, temperature, shock, vibration, and gravity.[SPECIFICATIONS]A 50 Amp Silicon Transformer-Rectifier unit for high-altitude unpressurized airborneapplications that meets the following specifications:Altitude-Temperature Rating: Per Curve 1, MS33543(ASG) Input AC: oVoltage:115/200 volts oCurrent-Full Load: 4.5 Amps oFrequency: 380 to 420 Hz oPhase:3 Phase, 4 Wire Output DC: oVoltage, nominal: 28 Volts oCurrent: 50 Amps oRipple: 1.5 Volts Peak Max oOverload:200 Percent for one minute Efficiency: 85 Percent Min. Power Factor 95 Percent Duty Continuous Cooling Long-life cooling fan, 30,000 hoursMTBF at 70.deg C. Size: Must be equal to or less than the following: oLength: 7.3 inches oWidth:4.0 inches oHeight: 4.1 inches Weight: Must be equal to or less than 5.75 pounds Transformer: oPrimary:Wye oSecondary: Delta Wye Rectifier: Silicon Diodes TVSS/SPD transient voltage surge suppression/surge protection for 28 VDC output [SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the items from Champion Aerospace because of the requiredoperational form, fit and function compatibility with the TRUs that are currently beingused in the NASA aircraft.[FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 19, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
