Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo..gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command The Naval Sea Systems Command intends to negotiate and award a sole source follow-on contract to General Dynamics Advanced Information Systems (GD-AIS), 12450 Fair Lakes Circle, Suite 800, Fairfax, Virginia 22033. The contract is for continued Surface Electronic Warfare Improvement Program (SEWIP) Block 1 system development and demonstration, and production and deployment acquisition phase activities. GD-AIS is the current prime contractor and the only known firm possessing the requisite, maritime, passive-only electronic warfare technical expertise and engineering background to perform the effort in a cost-effective manner, while eliminating the impact to system deliveries in support of United States Navy ship deployment schedule requirements. The scope of this new sole source follow-on contract will include the surface electronic warfare engineering development required to deliver SEWIP Block 1B3 High Gain High Sensitivity (HGHS) engineering development models and requi! red Block 1B engineering services. The requirement also includes production of: SEWIP Block 1B1 Stand-Alone Specific Emitter Identification (SEI) units; SEWIP Block 1B2 Improved Control and Display (ICAD) Federated SEI units and modification kits; SEWIP Block 1B3 HGHS low rate initial production units and modification kits; and SEWIP Block 1B3 HGHS full-rate production units and modification kits. The anticipated period of performance for delivery of engineering development models is 24 months from date of contract. The anticipated contract period of performance for the requisite engineering services will be five years from date of contract award. Additionally, the contract is anticipated to include effort and various options for production and associated component spares, installation material, ancillary equipment, provisioning items, administrative data, technical data, integrated logistic support, and training functions with anticipated delivery requirements. The co! ntract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
