Description
NASA-GRC intends to award a sole source contract on or about September 30, 2008 toBall Aerospace and Technologies Corporation of Boulder, CO for the technology advancementof the Aerocapture Analytic Predictor-Corrector (APC) guidance algorithm for the In-SpacePropulsion Technologies (ISPT) Programs Aerocapture technology development effort. Thiscontract will conclude work Ball Aerospace performed over the past several years withNASA engineers. Ball Aerospace possesses the corporate knowledge of multiple yearsexperience in the implementation of the Aerocapture Analytic Predictor-Corrector (APC)guidance algorithm. The APC algorithm has gone through many years of extensivedevelopment and testing in aerocapture systems analysis studies at Mars, Titan, Neptune,Venus and Earth. These NASA systems studies involved experts in multiple organizationsand lasted 6 to 12 months each; in each study the algorithm was implemented in flightsimulations and subjected to nominal and Monte Carlo conditions, and additional stresstesting. The Ball algorithm development and implementation was used in each of thesestudies. Through this work, the algorithm was proven to provide a very low-cost, robust,flexible, and high-performance guidance algorithm for Aerocapture. The Ball Aerospace APCwas competitively selected through the NASA Research Announcement process as theaerocapture guidance algorithm for the New Millennium Program Space Technology 9 flightopportunity. As such, Ball Aerospace is the only source that has the unique knowledgebase, internal technical data and experienced personnel to successfully perform thisextended contract effort. This is not a formal solicitation. This synopsis is notconsidered a request for proposals. There is no solicitation document available.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 P.M. Easterntime on September 29, 2008. Such capabilities and qualifications will be evaluatedsolely for the purpose of determination whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competitive basis, based upon responses to this notice is solelywithin the discretion of the Government.
