- The U. S. Department of Energy (DOE), Environmental ManagementConsolidated Business Center anticipates issuing a solicitation for work under a small business set-aside cost-plus- award-fee (CPAF) contract. The solicitation will be for performance of remediation of the contaminated areas associated with the Paducah Gaseous Diffusion Plant (GDP), such as groundwater environmental actions; source removal, treatment, and containment of the sites burial ground; material disposition activities; inactive facilities disposition activities; surface soils source removal, treatment, and containment activities; surface water treatment and sediment removal; initiation of implementation of selected alternative from an evaluation of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) waste disposition options; Toxic Substances Control Act (TSCA) Federal Facility Compliance Act (FFCA) activities and polychlorinated biphenyls (PCB) disposal; environmental monitoring and reporting; waste disposal; and project support. Additionally, this contract may support the transition to DOE of GDP facilities, operations, and services which were administered by USEC and provide building surveillance and maintenance following the transition of the facilities. The Paducah site is a DOE-managed, contractor-operated, environmental remediation project located on a federal reservation in Western Kentucky, approximately 8 miles west of Paducah, Kentucky, and 3.5 miles south of the Ohio River. Paducah Remediation Services, LLC is the incumbent contractor and its contract currently expires on September 30, 2009. The estimated annual value of the anticipated contract is in the range of $80 million to $120 million per year for five years, and the contract will contain a transition period of up to (60) days. The acquisition is set-aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 562910 and the small business size standard is 500 employees. The selected contractor will be expected to provide financial resources sufficient to perform portions of the work prior to reimbursement by the Government. This solicitation notice does not constitute a request for a formal proposal. This notice indicates the anticipated issuance of a Request for Proposals. It is anticipated that the solicitation will be issued in the October 2008 timeframe. The entire solicitation will be made available for downloading from the internet via Federal Business Opportunities at www.fbo.gov with links to the DOE Industry Interactive Procurement System (IIPS) home page located at internet address: http://e-center.doe.gov/. No paper copies of the solicitation will be made available. Businesses responding to the solicitation must do so in accordance with solicitation instructions. DOE will be offering a pre-solicitation conference to interested parties the week of September 29, 2008 in Lexington, KY. DOE has developed the enclosed draft Performance Work Statement (PWS) that represents the Paducah Remediation work scope in advance of the pre-solicitation conference.
