- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-08-Q-4911. NUWC Division Newport intends to purchase the following items: destruction of classified material and media. The contract shall consist one base year with four option years. The acquisition is being solicited on an unrestricted basis. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. Your proposal needs to include your capability to perform the following Description of destruction requirements: In accordance with the Department of the Navy Information Security Program Manual, SECNAV M-5510.36 and the Naval Undersea Warfare Center Division Newport Security Manual, NUWCDIVNPTINST 5500.4B, classified and controlled unclassified information must be destroyed in a manner “that eliminates recognition or reconstruction of the information”. Method of destruction must eliminate recognition or reconstruction of the information. Method of destruction must be able to take care of all types of formats of classified, controlled unclassified, and sensitive material. Method of destruction must be able to destroy binders, folders, and etc. that hold all these types of formats of classified, controlled unclassified, and sensitive material. Method of destruction must be able to accept tri-walls (48x 40 x 40) of classified, controlled unclassified, and sensitive materials paper plastics including binders, folders that hold this type of information. Company must be in the commuting area (70 miles one way). Company must be able to destroy approximately 60 tonnages, 130,000 net weight, of destruction material per year. Company must be flexible with accommodating and accomplishing destruction of material. Destruction runs average 2/4 per quarter. No set schedule. Chapter 9, Disposal and Destruction, from Information Security Supplement to DoD 5200.1-R. “Methods of Destruction – Classified documents and material shall be destroyed by burning or, with the approval of the cognizant DoD Component head or designee, by melting, chemical decomposition, pulping, pulverizing, cross-cut shredding, or mutilation sufficient to preclude recognition or reconstruction of the classified information.” The Naval Undersea Warfare Center Division Newport’s process/method for destroying classified and controlled unclassified information. All classified and controlled unclassified information is put together within tri-walls for destruction. Each tri-wall is destroyed completely to ensure elimination recognition of material and that no reconstruction of information within each tri-wall can be accomplished. Each tri-wall not only contains classified and controlled unclassified information/data but also contains the binders and other such types of holders that this information/data is enclosed within. Process of being able by a customer to empty a draw of classified and controlled unclassified information/data without removing from binders, folders, and etc. provides a more efficient, timelier, and easier process for the customer. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
