- This is a DRAFT solicitation being released prior to issuance of a synopsis and official solicitation. This DRAFT solicitation is being issued to collect industry comments, questions, and recommendations. All of which shall be submitted in writing to Ms. Carey Gropp at carey.gropp@ustranscom.mil by 4:00 pm CST 17 October 2008. Comments, questions, and recommendations received after this date and time may not be received in time to be reflected in the official solicitation. This DRAFT solicitation is available in electronic format only. The official access to the DRAFT solicitation is via the Internet at https://www.fbo.gov/. This is an Indefinite Delivery Indefinite Quantity (IDIQ) Best Value Source Selection DRAFT solicitation to provide Automatic Identification Technology (AIT) subject matter expertise to the United States Transportation Command (USTRANSCOM) and AIT stakeholders (Office of Secretary of Defense, Joint Staff, Combatant Commands, Military Services, Defense Agencies, and their components) for their AIT-related projects and implementations supporting both the Department of Defense (DOD) Concept of Operations (CONOPS) for Supply and Distribution and the related DOD AIT Implementation Plan via Firm-Fixed Price Task Orders. The overall scope of this effort is to provide broad AIT and asset visibility technical support in the development of policy, standards, and guidance, and technical direction, program management, implementation, and strategic planning to improve the overall distribution process. Outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and services. The majority of the work performed under this contract will support USTRANSCOM requirements with remaining work efforts supporting other DOD organizations including Office of Secretary of Defense, Joint Staff, Combatant Commands, Military Services, Defense Agencies, and their components. The IDIQ is for a 12-month base period and four 12-month option periods, for a possible 5 year contract. The applicable North American Industrial Classification System (NAICS) Code is 541519 – Other Computer Related Services. The Small Business Size Standard is $23 Million.
