- NASA Dryden Flight Research Center (NASA/DFRC) has a requirement for a preliminaryconcept design of small-scale flight test article which includes beyond state-of-the-art(SOA) technologies capable of achieving adaptive wing shape control. This entails theresearch, engineering, design, fabrication, integration, and associated support of flighthardware test for research and development, which includes conducting technicalinterchange meetings to define NASA/DFRC's Advanced Structures and Measurement TechnologyGroup (ASMT) requirements, performing design and studies and delivering a concept design;one (1) job. NASA/DFRC intends to procure these services directly from Pyramid Space, Incorporated ofActon, California. The authority for other than full and open competition is 10 U.S.C.2304(c)(1), Only one responsible source and no other supplies or services will satisfyagency requirements. Justification is based upon Pyramid Space's unique and proprietarycapabilities to provide the required services involving the integration of widelydisparate and unique research products together with the stringent requirementsassociated with composite design of flight-worthy test articles and components. Currentproject schedules would be adversely affected in the terms of both budget and scheduleshould this be awarded to any other source. Current effort requires local, experiencedsource due to the significant amount of concurrent engineering and collaborationrequired. Frequent on-site support and interaction is envisaged to achieve project designand integration requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30PM (PST) onSeptember 24, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. No oral communications will be accepted in response to this notice. Only emailcorrespondence will be accepted.An Ombudsman has been appointed.
