- I.INTRODUCTION A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Proposal (RFP) number is: TARNAC02308 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005- 26, Effective June 12, 2008. D. The NAICS code applicable to this acquisition is 921190. E. Basis for award Award shall be made on a sole source basis to Automation Alley. II. GENERAL A. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a Service requirement for the following: This request is for the purchase of Services described as: Facilitation of the identification, assessment, and cooperative development of potential dual use technologies consistent with TARDEC strategic thrust areas. The objective of this effort is to develop a process for working with industry, academia, and other government agencies. This process will be used to determine and prioritize areas of TARDEC technological interest, ascertain funding, and identify other leveraging opportunities for creating collaborative initiatives to develop technologies. B. Award will be made on a sole source basis to Automation Alley. The statutory authority permitting other than full and open competition 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22. 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement C.
