Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health intends to issue a purchase order on a sole source basis with: Decode Genetics, Inc Sturlugata 8, 101 Reykjavik Iceland. No solicitation exists for this requirement. The products are commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed the Simplified Acquisition threshold; therefore it will be procured under the authority of FAR 13.106. It is believed that Decode Genetics Inc. is the sole source provider for this requirement under the authority of FAR 13.106- 1 (b) and FAR Subpart 6.302-1 based on the below: Proprietary information is essential to accomplish the work of this ongoing collaboration of DNAsamples and pre-existing sensitive material. Unique decode data analysis and data output for project Decode provides normalized and clustered CNV data to accelerate data analysis Decode to reanalyze and renormalize data from Dr.’s previous projects and collaborate together Decode to provide binary file format for data upload to the decode Disease Minor Professional Software System Compatible whole genome amplification process Barcode tracking for accurate sample handling Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to the Contract Specialist by September 23rd, 2008 at 1PM EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government for the purpose of determining whether to conduct a competitive procurement.
