Description: This is a solicitation for commercial items to be acquired under FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-08-Q-0656 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080915. This procurement is being issued as a total small business set-aside under NAICS code 334111 and small business size standard 1000 employees. The contractor shall provide the following items on a firm fixed price basis: Item 1: GoBook MR-1 Notebook P/N: IX750-01B Qty: 2 Notebooks Specifications are as follows: (Quantities are based on one (1) system). Global Positioning System P/N: IX750-02D Qty: 1 Finger Print Scanner P/N: IX750-14A Qty: 1 Edge/UMTS/HSDPA-AT&T Cincular P/N: IX750-07AF Qty: 1 Standard Battery Lithium Polymer 7.4V 4.0AH P/N: 46-0470-001R Qty: 1 External Battery Charger, Single Bay P/N: 50-0202-001R Qty: 1 Vehicle Power Adapter P/N: 55-229424-01R Qty: 1 32 GB Solid State Disk Drive P/N: IX750-03D Qty: 1 Mini Pffice Dock P/N: 1166-001015-01R Qty: 1 Carry Case w/Belt Loop and Shoulder Strap P/N: 62-0741-001 Qty: 1 Brand Name Justification: AFRL/RIGC requires the General Dynamics Itronix GoBook MR-1 in order for AFRL to effectively support the Battlefield Airmen Targeting Network (BATNET) program. The BATNET program already utilizes the GoBook MR-1 in its communication network for forward controllers, and requires two (2) additional notebooks for compatibility. The purchase of computing platforms other than the GoBook MR-1 would result in additional software development costs to port the custom software application, and would cause signficant cost and schedule impact to the BATNET program. The estimated delivery date is thirty (30) days ARO. The place of delivery, acceptance, and FOB destination point is F4HBL1/ Transportation Depot 2, 148 Electronic Parkway, Rome, NY 13441-4516. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 3 PM (EST) Monday 22 September 2008. Offerors are encouraged to submit their quotes using the SF 1449, Solicitation/Contract/Order for Commercial Items. (b)(10) Offerors are not required to submit past performance information. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within two (2) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2, Evaluation -- Commercial Items (Jan 1999) applies. The Government intends to award a firm fixed price contract as a result of this RFQ to the responsible offeror whose quote is the most advantageous based on Price. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (JUN 2008) and ALT I (Apr 2002) must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (b) of this provision and submit it with their offer/proposal.
