- This is a notification that the Office of the Director, Office of Logistics Acquisition Management intends to negotiate on a sole source basis with Nancy Saltzman under Simplified Acquisition Procedures to provide Human Resource Consulting Services using other than full and open competition procedures pursuant to Federal Acquisition Regulations Part 13.106-1 (b) only one source reasonably available. Attached is a draft Statement of Work. Nancy Saltzman has comprehensive knowledge of Human Resource work, policy and procedures. She was an n employee of the NIH for more than 14 years. Ms. Nancy has over 27 years of experience in human resource (HR) Management, 16 of which were spent working as a federal employee of the National Institutes of Health (NIH). During her tenure at NIH, she worked in three of the largest HR offices: the Clinical Center, the National Cancer Institute, and the Office of Research Services (ORS). She also served as the Personnel Officer for the ORS. Ms. Saltzman advised management officials at all levels on position management, organizational structure, job redesign, and recruitment initiatives to achieve the highest levels of performance and efficiency to accomplish the goals and mission of their organizations. As an independent HR Consultant, Ms. Saltzman has worked on a variety of projects for the various NIH components. These include conducting studies of specific occupational series, advising on reorganizations and restructuring of positions and developing corresponding job plans, and developing a variety of policies and procedures on a range of human resource management topics. She has continued to retain her knowledge of the NIH, including its structure and operating policies and procedures, as well as federal laws, that governs the HR management. Ms. Saltzman assisted the NIAID with the reorganization of the administrative/management structure. This required the development and establishment of over 100 new or significantly revised positions. She served on a project team with other consultants, advising managers on the most effective organizational structures. She led the efforts of other consultants in the development of all required position descriptions, evaluation statements, and recruitment documents to include KSAs, job analysis and crediting plans. NIH knows of no one else who can fulfill this acquisition requirement Within the timeframe necessary and with the degree of expertise and Experience needed for the quick responses that are necessary in many instances. It would be cost-prohibitive to attempt to orient and train another contractor In the complexities and unique characteristics of the work required. substituting another contractor would involve and extensive learning curve on the part of the new individual as well as increased and duplicative costs. The North American Industry Classification System is 541612 and the Size standard is $7, 000,00. This notice of intent is not a request for competitive quotes preparation. No solicitation document exists. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contract Specialist by September 23, 2008 at 1pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability. Information can be sent to the Contract Specialist, Aleise Roberts at aleiser@od.nih.gov. No telephone request will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NIH will proceed with the sole source purchase order.
