- This is not a solicitation, but a Notice of Contract Action. Marine Corps Systems Command intends to modify contract M67854-05-D-0502 on a sole source basis, with Yamashita Solutions, 5279 Ellicott Drive, Centreville, VA 20120-1759 for non-personal services to perform studies and analyses in support of the Marine Corps Systems Command development, management, and sustainment of the Reset The Force (RTF) Budget Build Tool and logistics information re-stratification in support of the tool. An individual statement of work detailing the specific tasking will guide the performance of each study effort. The modification will consist of the continuation of analytical tasking in the following areas: mission level modeling, simulation, decision analysis, analysis of alternatives and systems analysis, optimization/math programming, concept development and concepts of defense issues and studies, scenario development, science and technology, cost estimation and cost/benefit analysis, fo! recasting, technology forecasting. Successful completion of this effort requires intimate knowledge of the analysis that includes access and integral applied knowledge of systems including but not limited to Logistics Management Information System (LMIS)/Total Force Structure Management System (TFSMS), MERIT, Loaded Unit Allowance File (LUAF), Loaded Unity Balance File (LUAB), Fed Log, Equipment Allowance (EAF), Individual Data File (IDF), MCBul 3000, and Item Applications (SL-6-1). Yamashita Solutions is the only known source that possesses the necessary knowledge to perform the analysis of the RTF and operation requirements, capability, and expertise required to successfully provide these services in an accurate and timely manner while achieving a fully integrated and seamless system. The estimated period of performance is 29 September 2008 thru 28 September 2009. A determination not to compete this proposed contract is based on market research and is solely within the! discretion of the Government. This announcement is not a request for competitive proposals. Inquiries should be submitted, no later than, 2:00 p.m. EST, 26 September 2008, to Sgt Summerlin, T. N., Contract Specialist, via email at tremakia.summerlin@usmc.mil. The Government will review all responses, without prejudice; whether or not the Government will initially determine that another firm is fully qualified to fulfill the requirement.
