Description
NOTICE OF INTENT TO AWARD Contracting Center of Excellence on behalf of the Regulatory Law and Intellectual Property Division (RLD) of the US Army Legal Services Agency (USALSA) and in accordance with FAR subpart 6.3, intends to execute a Firm Fixed Price contract under other than full and open competition sole source basis to Snavely, King Majors OConnor and Lee, Inc. The Government intends to purchase the services of a research analyst to assist RLD efforts by performing research; analyzing tariffs, engineering, orders, rules, filings or other material associated with the FCC. The proposed period will be one year from the date of award. This notice is valid until September 26, 2008 and is NOT a Request for Proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for or suffer any consequential damages for any information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. REQUIREMENTS: The contractor will support the RLD efforts by: performing research; analyzing tariffs, engineering, orders, rules, filings or other material associated with the FCC, PUCs and other forums; developing and presenting material which advocates the DoD/FEA position to the FCC, PUCs and other forums to include educating clients; evaluating proceedings conducted by the FCC, PUCs and other forums to assess the impact on the DoD/FEA telecommunications operations; and gather data, investigate, study and prepare reports about the price, quality, and/or value of telecommunications services including matters involving the relationships and obligations between DoD/FEA and the providers of telecommunications services. There is NO solicitation document. This notice is not a request for quotes. Interested firms may send a capabilities statement via email to Contracting Center of Excellence, ATTN: Mr. Johnny A.
