Description
NASA/GSFC has a requirement for Fractal Black Coating with the following:1- All MSA external surfaces except the sub MEMS arrays have a minimum absorptivity of85% for wavelengths between 0.6 to 28 microns for all angles of incidence and within theMSA operational temperature range.2- Operating temperature range 30-45 Kelvin.3- The maximum signal flux from the MSA shall not exceed a value equivalent to one-tenthof the stray light value of 1.3E-23W/(m<2 Hz sr).4- The total mass loss (TML) of all MSA materials shall be less than 1% (cf.RD8,ECSS-Q-70-02A Thermal Vac. Outgassing).5- The collected volatile condensable material (CVCM) of MSA materials shall be less than0.1% (cf.RD6, JWST-REF-002601).The coating is to be applied to Titanium and the coating must survive the launch loadsassociated with the Arienne V Launch Vehicle.NASA/GSFC intends to purchase the items from Acktar Ltd. understanding that Acktar Ltd.is the only vendor that can provide Fractal Black Coating for our Microshutter project.The Government intends to acquire a commercial item using FAR Part 12.The authority isFAR 13.106(b)(1) only one source reasonably available. This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Questions regarding this acquisition must be directed to the attention of Nadja Hardy viae-mail at nadja.hardy@nasa.gov or via facsimile at (301) 286-9159 by 3:00PM ET on09/26/2008.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00PM ET on09/29/2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. It is thequoter's responsibility to minitor this site for the release os amendments. Potentialquoters will be responsible for downloading their own copu of this notice.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon reponses to this notice, is solely within the discretion ofthe Government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed.
