- The Department of the Interior, Minerals Management Service (MMS) intends to award a time and materials type sole source contract in the amount of $159,000 to Fekete Associates, Inc in accordance with FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements The Minerals Management Service (MMS) has developed the first detailed data-intensive assessment of the potential quantity of methane gas hydrates on the Outer Continental Shelf (OCS). A spatially-enabled, stochastic assessment model has been developed to estimate potential in-place quantities of hydrates. The next phase is to refine the in-place model to consider potential development technologies and reservoir engineering concepts to allow for an assessment of technically-recoverable gas hydrates resource on the OCS. Fekete Associates have been involved in many of the early decision forums sponsored by the MMS, where proposed methodologies for a technically-recoverable approach have been weighed against that information which is currently available from the MMS in-place model. This familiarity with the MMS existing model throughputs and outputs is a necessary qualification for the next phase. Fekete Associates have published a widely accepted approach to evaluating type 1 reservoirs, which will allow a transition into the MMS model at substantial savings to MMS. Additionally, Fekete Associates have access to sophisticated numerical simulation models that will provide the recovery factors for Type II and III reservoirs. A cohesive and consistent approach to all three Types of reservoirs is desired to mitigate coding requirements as these products are incorporated in the MMS existing in-place model. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
