- Fleet and Industrial Supply Center-Norfolk, Contracting Department, Norfolk Naval Shipyard Maritime Industrial Division intends to contract for services to transport, treat and dispose of Naval Nuclear Propulsion Program (NNPP) mixed waste components on a sole source basis to EnergySolutions, LLC (formerly Envirocare of Utah, Inc.). The proposed requirement is being solicited on an unrestricted basis via Request for Proposal N00189-08-R-E018. The requirement shall be awarded as an indefinite delivery/requirements type contract with firm fixed unit prices for a base ordering period of one (1) year with four (4) one year options utilizing FAR 12, Acquisition of Commercial Items. All options will be evaluated with the base period. These components may contain radioactive lead solids and painted exterior surfaces with Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCBs) greater than 50 ppm and Resource Conversation and Recovery Act (RCRA) heav! y metals such as cadmium, chromium and lead. These components will be controlled as mixed waste. Mixed waste is a waste that has both a hazardous component (defined under the Resource Conservation and Recovery Act (RCRA) - 40 Code of Federal Regulations (CFR) Part 260 through 270) and a radioactive component (i.e. source, special nuclear, or by-product material subject to the Atomic Energy Act of 1954). In addition, some mixed waste may contain State-only wastes, asbestos, and/or Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCBs). As identified in 40 CFR Part 268 Subpart D, macroencapsulation is the required treatment technology for radioactive lead solids. As identified in 40 CFR Part 761.62, disposal in a hazardous waste landfill permitted by EPA is the required treatment technology for TSCA regulated PCB bulk product waste. The desired treatment and disposal method for these components is in-cell macroencapsulation within a contractor ow! ned and operated Subtitle C landfill. The large components are Department of Energy (DOE) classified components requiring Knolls Atomic Power Laboratory approved controls to be used to prevent access by uncleared vendor personnel to classified or sensitive information and to permit treatment and disposal of the components on an unclassified basis. The Contractor will be required to have in place a security plan with procedures for governing the secure management of Unclassified-Naval Nuclear Propulsion Information (U-NNPI) waste. The security plan must also establish a method for unloading, transporting, processing and disposing of U-NNPI waste in accordance with DOD/DOE approved security procedures. The contractor will be required to: (1)Receive mixed waste from the following NNPP sites:Norfolk Naval Shipyard (NNSY), Portsmouth, VA;Naval Operations Base (NOB), Norfolk, VA;Portsmouth Naval Shipyard (PNS), Kittery Maine;Trident Refit Facility (TRF), Kings Bay, GA;Trident Refit Facility (TRF), Bangor, WA;Puget Sound Naval Shipyard and Intermediate MaintenanceFacility (PNS & IMF), Bremerton, WA;Point Loma Naval Base, San Diego, CA;Naval Air Station North Island (NASNI), San Diego, CA;Pearl Harbor Naval Shipyard and Intermediate MaintenanceFacility (PHNSY & IMF), Pearl Harbor, HI;Knolls Atomic Power Laboratory (KAPL), Kesselring Site Operations, West Milton, NY;KAPL, Knolls Site, Niskayuna, NY;Bettis Atomic Power Laboratory, West Mifflin, PA;Naval Reactors Facility, Idaho Falls, ID;Nuclear Regional Maintenance Department (NRMD), New London CTNuclear Power Training Unit (NPTU), Charleston, SC;Electric Boat Shipyard (EB), New London, CTNorthrop-Grumman Newport News Shipbuilding & Drydock(NGNN), Newport News, VA (2)Treat the regulated constituents to meet the treatment standardsidentified in 40 CFR Part 268 Subpart D, 40 CFR Part 761.62 andthe disposal site waste acceptance criteria. (3)The contractor's treatment technologies must comply with all Federal, State, and Local regulations. (4)Perform all work (i.e., actual processing, treatment, and disposalof the components) in the continental United States. (5)Process the components within the timeframe for which the contractor is licensed, not to exceed one (1) year from the datethe waste is received by the contractor. (6)Dispose of waste at the contractor owned and operatedSubtitle C landfill. (7)Propose appropriate safeguards that will be approved by the Contracting Officer for security from actual, potential, or inadvertent release by the contractor of any Naval NuclearPropulsion Information (NNPP) in any form, classified or unclassified. (8)Provide facilities, materials, licenses, and permits necessary to transport, receive, store, treatment and dispose of all wastesgenerated under the contract. Response date for submission of offers will be established in the solicitation. Important Notice: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies. Lack of registration in the CCR database will make an offeror ineligible for award. Information regarding CCR may be found @ www.ccr.gov.
