Description
The US Army Research Development Engineering Command, Natick Soldier RD&E Center (RDECOM-NSRDEC) in Natick, MA, is conducting a Request For Information (RFI) for White Papers on Commercial Off The Shelf (COTS) or modified COTS methods to develop Cargo Parachute Releases for Container Delivery System (CDS) loads. The releases must be capable of releasing the parachutes from the cargo upon ground impact regardless of ground wind conditions (up to 21 knots objective, 17 Knots threshold) and payload orientation. The new CDS Parachute Releases, used with a single parachute configuration, shall have the following performance characteristics: capable of delivering combat loads having suspended weights between 500 through 2,200 pounds (threshold) (75 through 2,200 pounds (objective)); proof load of 16,500 pounds and an ultimate load of 20,000 pounds; capable of withstanding the forces typically associated with operations from military cargo aircraft traveling between 130-150 knots indicated air speed (KIAS) up to 25Kft Mean Sea Level; provide a successful airdrop completion rate of 92 percent without a system abort; capable of being used and stored in all climatic categories (hot, basic, cold) as defined in Army Regulation (AR) 70-38. The government desires to rapidly field this capability to the user in 6 - 12 months. All interested firms are encouraged to submit a White Paper to NSRDEC in accordance with NSRDEC Broad Agency Announcement 07-09 which can be found at https://www3.natick.army.mil/ssbaa.htm. Proprietary information will not be disclosed outside the U.S. Government. Nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of this RFI. Firms responding to this RFI shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter.
