- This is a combined solicitation/synopsis for commercial items prepared in accordance with Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSTS07-08-Q-00099, which is issued as a Request for Quotation (RFQ). This requirement is a total small business set aside acquisition. The North American Industry Classification Code (NAICS) is 517210 Wireless Telecommunications Carriers, the small business size standard 1,500 employees. The requirement is to provide subscription services for data communication between Aircell equipped aircraft and the ground. This subscription will provide the ability to use personal electronic device to communicate between the aircraft in flight and the ground. Aircell is the only provider that provides this type of communication capability on American and Delta airline aircraft, thus the Government’s minimum need can only be met by this provider. The provision at FAR 52.212-1, Instructions to Offers Commercial Items (June 2008) and the clause at FAR.52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2007) apply to this acquisition. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (June 2008) applies to this acquisition.
