- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercialservices for individual trip aviation weather forecasts for NASA/JSC aircrews. NASA/JSCAircraft Operations Division operates a fleet of aircraft, currently including 32 T-38's,5 G-II59's, 2 B747's, 1 G-159, 2 WB-57Fs, and 1 DC-9. The contractor shall provide a 24hour-a-day aviation weather forecasting service. Approximately 800 flights per month areflown with an average of 300 to 400 weather forecast briefings being derived from theaviation weather forecast service contractor. This service shall include a toll-free,direct telephone access number for NASA/JSC aircrews to obtain an unlimited number ofaccurate aviation weather forecasts for domestic United States operations. Therequirement is for locally-based (Houston, Texas) aviation weather forecast servicefamiliar with the weather patterns of the Houston-Gulf Coast area. The contractor shallalso provide an in-house software access program which will enable JSC aircrews to obtainaccurate and current weather information for flight planning. The information displayedis required to be printable to enable aircrews to carry a hard copy. In addition to theseservices, the contractor shall provide other services on an as-ordered basis. The costfor these services will be paid for on an as-used basis. These services include fuelcontracting arrangements, domestic and international high frequency (HF) phone patchservices, computerized flight plans, flight plan filing for domestic and internationaltrips, messages, provide hotel reservations, airport handling and diplomatic permitservices for international flight, current navigational charts and approach plates in atrip kit form and international and domestic Telex services. The base period of performance will be one year starting November 1, 2008. There will betwo 1-year options. The NAICS Code and Size Standard are 541990 and $6,000,000.00, respectively. The anticipated release date of RFP NNJ09259244R is on or about October 3, 2008 with ananticipated proposal due date of on or about October 14, 2008. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
