- NAICS Code: 334516 NAICS Code: 334516 - The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified AcquisitionProcedures to Agilent Technologies an Agilent 7890 Gas Chromatograph/5975 Mass Spectrometer Device. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Agilent Technologies is uniquely qualified to satisfy the Government's requirements, as they have been the sole provider of gas chromatograph/mass spectrometer devices and associated software packages for the NEIC in recent years. In an effort to maintain continuity of services with currently standing equipment the Agilent GC/MSD is the only piece of equipment that meets the NEIC's requirements. The selected instrument must include an electron impact ion source, turbomolecular pump to attain high vacuum, contain the NIST 2008 Library bundle, contain Agilent ChemStation software, and perform installation during normal NEIC working hours in addition to meeting the other specifications set worth in the Statement of Work. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement must provide evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
