Description
THIS IS A PRE-SOLICITATION NOTICE AND REQUEST FOR INFORMATION ANNOUNCEMENT. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-09-R-4100 for Diving Services in support of the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV). The Government anticipates releasing the formal RFP on or about 19 December 2008. The formal RFP will be posted to both the Federal Business Opportunities (FBO) page located at www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.The Navy released a draft Statement of Work (SOW) earlier this year regarding Diving Services and requested industry feedback. Based on industry responses some changes have been incorporated in the SOW. The latest revision to the SOW and also Section L Instructions, Conditions, and Notices to Offerors and Respondents; and Section M Evaluation Factors for Award, are being provided with this notice. The Navy intends to conduct a question and answer (Q&A) industry day on 30 October 2008 beginning at 10:00 AM Eastern time. Industry day will be hosted at Maritime Plaza, 1201 12th St, SE, Suite 020, Washington, DC 20003. Each company will be limited to a maximum of three (3) representatives whose names shall be provided in writing to Mr. Tom Higgins, Contracting Officer, via e-mail at thomas.m.higgins@navy.mil no later than 27 October 2008. The Navy's intent with regard to this event is to listen to industry's comments/concerns/questions and to the maximum extent possible, p! rovide feedback/answers. The Navy makes no representation that it will address all comments/ concerns/questions that may be presented. Some comments/concerns/questions may be addressed, if at all, by issuing written responses that will be provided subsequent to the industry day. The Government will not pay for information received in response to this synopsis. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government may not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. The Navy will not reimburse interested parties for any costs incurred to participate in this event.
